What is a quarter quell?

A Quarter Quell is a special edition of the Hunger Games that occurs every 25 years and includes a twist to the usual rules of the games. These twists are typically more brutal or dangerous than normal, designed to make the games even more challenging for the participants.

For example, in the 75th Hunger Games, which was the third Quarter Quell, the twist was that the tributes were reaped from the existing pool of victors, rather than the usual method of selecting new tributes from the general population.
